Saying the CIA lied about something is redundant. The CIA lies all the time. It’s what they do.

Denial and deception are among the main tasks of any intelligence agency. When you establish an intelligence community, you should expect nothing less. Still, the National Security Act of 1947 (which created the CIA) made it explicit that the CIA should not spy on Americans.

If there were traitors among Americans, it was the job of the FBI to root them out, not the CIA.

The CIA was meant to conduct its operations overseas despite having a headquarters in Washington, D.C., and later McLean, Virginia. Today, lying is traditional but the targets are not.
